Mrs. Stuti Narain Kacker is a retired IAS officer of U.P. Cadre (1978 batch) having wide experience of 36 years in U.P. State & Centre with progressively responsible assignments of high repute. She has been the Chairperson of important assignments of the Government of India like National Commission for protection of Child Rights (NCPCR), Secretary to Government of India an establishment Department of Disability Affairs, Ministry of Social Justice & Empowerment, GOI, etc.
In the state of Uttar Pradesh, she had been the Joint Director (Industries), Meerut; Joint Development Commissioner, Allahabad; District Magistrate, Ghazipur; Additional Excise Commissioner (Uttar Pradesh); Judicial Member (Board of Revenue), Uttar Pradesh; Director & Special Secretary; Cultural Affairs; Officer on Special Duty, Noida; Commissioner, Jhansi Division; Principal Secretary, Technical Education; Resident Commissioner, Government of Uttar Pradesh.
While she was at the Centre, she worked as Director (Sugar Development Fund), Ministry of Food; CMD of National Handicapped Finance & Development Corporation & Joint Secretary in the Ministry of Social Justice & Empowerment, Joint Secretary & Chief Vigilance Officer in the Ministry of Small Scale Industry & Director NIESBUD; Joint Secretary Ministry of Information & Broadcasting; Secretary & Director, Indian Institute of Mass Communication; Additional Secretary, Ministry of Information & Broadcasting; Secretary, Board of Reconstruction of Public Sector Enterprises, Department of Public Enterprises & Heavy Industries.
She was superannuated in 2014 from the post of Secretary to Government of India, Department of Disability Affairs, and Ministry of Social Justice & Empowerment. She was then given the assignment of Chairperson NCPCR. Owing to her above vast & distinguished experience, she was chosen as the Chancellor of the University.

Maj Gen (Dr.) G.K. Thapliyal, SM (Retd.), is a distinguished Oral & Maxillofacial Surgeon, decorated Indian Army veteran, academician, researcher, and administrator. A graduate of King George's Medical College (now KGMU), Lucknow, and an MDS from the Armed Forces Medical College (AFMC), Pune, he served the Indian Army with distinction for over 35 years, earning the Sena Medal from the Hon'ble President of India in 2015. His outstanding contributions to Oral & Maxillofacial Surgery were further recognized with the Lifetime Achievement Award by the Association of Oral & Maxillofacial Surgeons of India.
A visionary academic leader, he served as the Vice-Chancellor of Swami Vivekanand Subharti University (2021–2025), where he spearheaded multidisciplinary education, research, innovation, digital transformation, and initiatives aligned with the United Nations Sustainable Development Goals (UNSDGs). Under his leadership, the University introduced several progressive academic and institutional best practices, earning him recognition as the Best Vice-Chancellor of 2023 by HR Success.
As Pro-Chancellor, he continues to guide the University with a vision rooted in Education, Service, Sacrament, and Nationality (शिक्षा, सेवा, संस्कारऔरराष्ट्रीयता). Dr. Syed Zafar Hussain brings with him nearly three decades of distinguished service in higher education administration. He is a Ph.D. in Management, holds an MBA with dual specialties in Human Resources and Information Technology and Post Graduate Diploma in Computer Application. He currently serves as the Registrar (O&O) at the University, where he plays a pivotal role in ensuring the smooth functioning of academic and administrative operations.
Dr. Zafar has worked in higher education institutions for more than 30 years, and throughout that time he has gained a thorough understanding of student assistance systems, policy implementation, and university governance. His has ability to balance between strategic oversight and a hands-on approach to problem-solving demonstrates his dedication to excellence throughout his career.

Mrs. Swati Goel is a chartered accountant having more than 12 years of experience as accounts and finance head. She qualified her C.A. in 2012. She also completed her graduation in the year 2010 from CCS University. She has been the finance controller in MIET Group from 2012 to 2023. She joined Swami Vivekanand Subharti university in July 2023 as a Finance officer.
She wrote an article, which was published in ICAI Journal in 2013, on the topic “Significant aspects of NPO for its effective governance”. She also completed a course in certified accounting for “Public finance and government accounting”. She has also completed a certified course on SAP Finance & Controlling Power user course organized by ICAI in 2021. Presently pursuing Forensic Audit Certificate Course on Forensic Accounting and Fraud Detection Certificate Program course from ICAI.
